Health, Safety and Environment Due Diligence (HSE DD)

Phase I and II 

 

OIL& GAS

Petroleum Refineries AND STORAGE Depots

Center for Environmental Consulting and Auditing conducted an environmental due diligence audits of the refineries and storage depots. The sites were specialized in producing and storing unleaded fuel, diesel fuel, bitumen, mazut, liquefied gas, coke, boiler fuel.

  The aim of the assessments were to assess the status of compliance with national relevant EHS requirements and to evaluate the actual and potential environmental, health and safety risks associated with past and current operations at the subject site. The scope of work of the audits included:

  • environmental and safety management;

  • environmental liabilities;

  • environmental issues regarding: waste management, soil and groundwater, air
    emissions, wastewater and storm water, water and energy supply, waste management;

  • health and Safety issues.

The main focus was given to assessment of ongoing activities related to decontamination of soils and groundwater

CHEMICAL

CECA performed a Phase I and II Environmental Due Diligence Assessments (EDD) related to an industrial plants specialized in manufacturing and sale of color coated steel coils and cold formed profiles and assembling of equipment used in cold formed profiles production, production of solvent borne and water-borne paints, polyvinyl acetate borne paints, nitrocellulose varnishes, alkyd-based varnishes, enamels of different compositions and polyvinyl acetate glues, etc. The aim of the Phase I EDD was to assess the status of compliance with relevant environmental requirements, and to evaluate the actual and potential environmental risks associated with past and current operations at the subject site. Phase II included drillings, soils and water sampling, laboratory analysis and reporting on findings.

 

FOOD AND DRINK

 CECA performed Phase I of environmental due diligence audit of a number operational facilities specialized in juice and wine production, fruits and vegetables processing. The following  issues were analyzed with respect to:

  • environmental permits;

  • storage and use of hazardous materials;

  • water supply and wastewater discharges

  • air emissions;

  •  waste management;

  •  soil and groundwater contamination;

  •  H&S and fire protection.

 

Office buildings and warehouses

CECA carried out a Health, Safety and Environment Due Diligence (HSE DD) of the office buildings with adjacent territory. Environmental Audit was performed in the process of loan issuing from the commercial bank to the construction company.

 The aim of the environmental audits  was to assess the status of compliance with national relevant EHS legislative requirements as  well as requirements of the European Union and World Bank/IFC Group. The purpose of Environmental Audit was to evaluate the actual and potential environmental, health and safety risks associated with past and current operations at the subject sites where office building are located and new construction is taking place.

  

Pulp  and Paper

CECA performed a Phase II of EDD audit of paper producing factory. The primary objectives of Phase II included drilling  and soils/water sampling  in order to:

  • determine whether on-site or nearby contaminated resources affect industrial or in-plant (e.g. drinking water, air) processes;
  • determine whether neighboring facilities a source of on-going contamination or environmental. risk to the facility;
  • define whether contamination inside the plant will affect the cost of continued operation;
  • provide an accurate range of corrective action expenditures to control business risk,
  • achieve or maintain compliance with appropriate environmental legislation, reasonable operating standards and practices;
  • manage site contamination within the legal, regulatory, cultural and infrastructure realities in the country.

 

SITE ASSESSMENTS FOR CONSTRUCTION PURPOSES

 

CECA performed a number of site assessments (EDD) for the acquisition purposes.

The sites are to be used for construction of enterprises, warehouses, cottage

settlements, etc.

EDD  included site visits;  site description (physical layout, topography, ownership, site neighbors and sensitive environmental receptors around the site); site history (based on review of available public information maps, satellite images) and discussions with site management; geology, hydrogeology and hydrology (based on information readily available publicly and at the site, the presence of groundwater and aquifers and surface water features including an assessment of the sensitivity (potential consequences of any impact) and vulnerability (likelihood of contaminants impacting a receptor) of these. Phase II of EDD audit included drilling  and soils/water sampling.
